Proposed Transport Depot Air Quality Assessment

The Trustee for Kazara Trust engaged Yarramine to undertake a simple Air Quality Impact Assessment in response to an item raised by Toowoomba Regional Council (TRC) in an Information Request relating to a Material Change of Use (MCU) development permit application for a proposed transport depot located in Harristown, Toowoomba.

The assessment performed focussed on the potential for dust impacts to arise from use of the unsealed laydown and manoeuvring area of the depot and involved the following tasks:

  • Identifying nearby sensitive receptors and land-use.
  • Characterising the existing background air quality, focussing on publicly available data on concentrations of suspended particulate matter and dust deposition rates in Toowoomba.
  • Perform a simplified quantitative assessment of potential dust emissions expected to be generated from the depot considering the intensity and features of the use.
  • Based on the degree of predicted impact, recommend mitigation measures to control dust generation onsite and mitigate off-site impacts as appropriate.

As a result of the assessment, Kazara was able to avoid a condition of approval imposed by TRC on the permit to concrete the laydown and manoeuvring area.
